Send Managers an alert when a staff member answers a shift question so they know to look for shift comment before approving the timesheet.

Also make it possible fro the managers to see the shift comment in the mobile app. Currently, if they try to save time by approving timesheets from their mobile phone, they cannot see the shift comments.
