Site-specific roster patterns

Any roster patterns created by a site are unavailable to other sites within the account. We have multiple instances where roster patterns are deleted by other locations that the roster patterns do not relate to.

This function should absolutely be location specific. Each location would have different needs and other locations should not have visibility over the roster pattern of another location.

Within large departments roster patterns are essential, when these are deleted by other locations it takes days to rectify as they cannot be recovered, they need to be recreated. This has happened 4 times within the last 18 months.
