Not sure if there is anyway around it, but when publishing rosters anybody that has a permanent unavailability will not see that shift even if they have said yes to the shift.

We should be able to publish all shifts and any staff that has an unavailability would have to accept the shift and in doing so they then will see that shift on the roster....
