Currently when an onboarding employee has not submitted the required qualifications it shows them as Awaiting Approval. This means wasted Admin time looking at the qualification to approve it only to see it hasn't been submitted. The option to have qualifications noted as Missing is there, so this is what should be showing up when the employee has not submitted them.
