Leave submitted into the next leave year

We have some issues when staff want to submit leave for the next annual leave year
We want it set up that leave cannot go into a negative balance however we have found this means that if someone has none but is submitting for the year ahead it doesn't allow it. It would be great if the system somehow can recognise it is the new leave year and in absence of balance doesn't prevent (still goes to managers for authorisation)

We are having ongoing issues with this and i have suggested this earlier in a post, they advised us to keep the leave request pending until closer to the dates which we had to do over the christmas break. Tanda forecasts the leave balances when submitting but there is no built in option for the leave to accrue against the leave request if approved early.
