This is a challenge as currently a rate is not being pulled across if a staff member does not have the date of birth field completed.

Marking this complete partially early as there are some future improvements arriving soon that allow this. 
Currently the Date of Birth Pay check can be enabled to block onboarding for new hires. 
Soon it will apply to new employees added via the new user form.
It will separately flag as an error in the pay check report.
