Collapsed shifts in timesheets should stay collapsed

If I collapse a shift for someone who did not work and then:
* I reload / come back to TANDA later on, leave the shift collapsed
* If someone else comes into TANDA to manage the timesheets, leave the shift collapsed.
Unless there is new data from the time clock (Pulse) that shows new data - a clock in event.
Basically if we collapsed it we collapsed it for a reason and just leave it collapsed.

agree, it causes additional problems when approving as staff have to check with others to get to the reason why its there
