Break Settings: Ability to Replace Break Entitlements at Higher Thresholds

Current functionality
Tanda currently configures break entitlements based on hours worked. Breaks are treated as cumulative, meaning when a higher hours worked threshold is reached, the additional entitlement is added rather than replacing the existing break.
Issue
This creates limitations for businesses operating under Enterprise Agreements where break entitlements can change at different hours-worked thresholds.
For example:
* 5.0-6.59 hour shift: 30-minute unpaid break + 10-minute paid break
* 7+ hour shift: 60-minute unpaid break + 2x 10-minute paid break
Currently, Tanda compounds the break entitlements rather than allowing the 30-minute unpaid break to be replaced with the 60-minute entitlement. It does however allow for the additional 10 minute paid break.
Requested functionality
Allow break settings to be configured so that reaching a higher hours-worked threshold can replace or override the previous break entitlement, rather than automatically compounding the breaks.
This would allow businesses to configure:
5.01-6.59 hours → 30 min unpaid + 10 min paid
7+ hours → 60 min unpaid + 2x 10 min paid
This functionality would provide greater flexibility for businesses operating under Enterprise Agreements or operate with different break schedules under an Award, ensuring the correct break entitlement is automatically applied based on hours worked.
