Introduce a function that allows users to set which employees they receive notifications for. ie I only want to receive notifications when qualifications for specific employees run out.

At the moment, you can opt in/out to receive notifications but only for all employees.

It would be useful for people who line manage specific people/teams to be able to only receive notifications for the people they manage, rather than get notifications for all people.
