AU Onboarding: Generate base hourly rates when onboarding staff 💸

Base hourly rates can now automatically populate and be used in contracts when onboarding staff onto Tanda managed award templates.  
When Industry Award, Employment Type, Classification/Level,
 and Date of Birth
 details are added, the corresponding hourly rate will generate and can be used in contract templates with the {{hourly_rate}}
 dynamic field.
