Hi everyone - great news here. As of today you're able to set Regular Hours to be any number of weeks (fortnightly, 4-weekly etc). 
You can use Regular Hours to save time by:
Creating rosters from regular hours
Automatically filling leave requests with regular hours for manager review
Head to the 'Regular Hours' tab on an employee's profile to add the days and hours.
Create the shifts under rosters 'Quick Build'
Set up your leave autofill in 'General Settings'

Contracted hours

We have contracted hours that differ over the fortnight, ie week 1 and week 2, and I would like to be able to set those contracted hours into the system to help overcome some of the rostering problems I am having.

Agree, with flexible working conditions we also have staff that work different hours daily/weekly over the fortnight
