More accurate leave requests with costing on partial public holidays

Previously, annual leave did not calculate on partial public holidays. For example, Christmas Eve in Queensland, where public holiday hours start from 6:00 pm.

With this feature, if the leave request times do not conflict with partial public holiday times, then the leave request will cost normally.
