Depending on where the comment is made, ticking managers of employee does the following:
  1. Shift comments:
    Send to contactable department manager handling the shift (if any)
  2. Timesheet comments:
    Send to contactable department managers of each shift (if any)
  3. Non-timesheet/shift comments:
    Default behavior
The previous default was sending a notification to those who have commented, which would be no one, if the person is the first commenter.
